Compulsory Microchipping of Dogs

As we all know, it'll be compulsory for all dogs to be ID microchipped from April of this year, but what's the betting that a lot of the dogs brought into stray kennels after that date still won't have been chipped?

What's going to happen to those dogs that aren't chipped and where the owners can't be traced? Will they be first on the PTS lists when their 7 days is up? Or will some unscrupulous kennels simply PTS any dog that's not chipped, in order to save space for the strays that are chipped?

No it'll make zero difference to the dogs chucked out by idiots, pounds will work the same way they always have done. The 'people' that chuck their dogs out will just claim they had sold the dog on and the new owner didn't change the chip etc when they're contacted. The stolen and genuinely lost dogs will be reunited with their families quicker though if/when found.
